The Chairmanship of Steering Committee shall rotate annually based on the alphabetical order of the English names of Member States.

The Chair of the Steering Committee shall be the Representative of the ASEAN Member State holding the Chairmanship of ASEAN.

The Members of the Steering Committee shall elect two (2) Vice-Chairmen from among themselves each for a term of one year.
