ARMAC Partners with SingHealth for Advanced Training in Psychosocial Support
Phnom Penh, September 16, 2024 — The ASEAN Regional Mine Action Center (ARMAC), in collaboration with the Cambodian Mine Action and Victim Assistance Authorities (CMAA), the Ministry of Health of the Kingdom of Cambodia, and Singapore Health Services (SingHealth), will host the sixth installment of its Psychosocial Support Training of Trainers (T.O.T) program. This five-day event, scheduled from September 16 to 20, 2024, marks a milestone in ARMAC’s continued efforts to enhance victim assistance across ASEAN.
Building on the success of five previous training sessions organized under the ‘Enhance Victim Assistance Programme in the ASEAN Member States’ (Victim Assistance or VA) Project, the upcoming T.O.T will focus on strengthening mental health care for survivors of landmines and explosive ordnance (EO) in the region. Since its launch in 2022, this project has empowered 247 trainees—comprising medical professionals, community workers, and survivor networks—greatly advancing regional capabilities in victim assistance.
Psychosocial Care: The Next Frontier
ARMAC’s Executive Director, Ms. Rothna Buth, highlighted the importance of addressing the mental health challenges faced by victims: “This program allows us to tackle the psychological scars that persist long after the physical wounds have healed. Partnering with SingHealth will empower local professionals to provide essential mental health services, creating a sustainable network of support across ASEAN.”
H.E. Ms. Teo Lay Cheng, Singapore’s Ambassador to Cambodia, echoed these sentiments: ” Today’s event is a powerful testament of our collective dedication to improving mental health care for survivors of landmines and explosive remnants of war. Singapore is proud to support this initiative, and our partnership with ARMAC reflects our shared goal of enhancing healthcare systems across ASEAN, especially for communities impacted by conflict.
The training will be held at the Hyatt Regency Phnom Penh and will cover trauma management, Post-Traumatic Stress Disorder (PTSD), therapeutic communication, and practical tools for supporting survivors emotionally. The curriculum is designed to provide participants with hands-on experience through role-playing exercises and case studies, ensuring that they are well-equipped to train others in their respective communities.
A Regional Focus on Victim Assistance
The collaboration between ARMAC, CMAA, and SingHealth highlights the importance of multi-sectoral partnerships in addressing the long-term needs of EO survivors. H.E Mr. Sophakmonkol Prum, Vice President of CMAA, emphasized the necessity of such programs: “Cambodia has been severely affected by landmines and ERW. By enhancing psychosocial support, we can ensure that survivors are not only physically rehabilitated but also mentally resilient.”
The collaboration between ARMAC, CMAA, and SingHealth highlights the importance of multi-sectoral partnerships in addressing the long-term needs of EO survivors. In addition to the Vice President of CMAA, the training will also feature participation from the Ministry of Health (MoH) of Cambodia, further underscoring the country’s commitment to advancing healthcare for mine victims.
A Milestone in Regional Cooperation
This sixth T.O.T session is a significant step in ARMAC’s broader strategy of building regional expertise in psychosocial victim assistance. This collaboration will foster a self-sustaining model where local trainers can continue this vital work in their communities, making a lasting impact
ARMAC and its partners extend their deepest appreciation to the Government of the Republic of Korea and the ASEAN Korean Cooperation Fund (AKCF) for their generous support in funding this project. Their continued commitment has been instrumental in ensuring that victims across ASEAN receive the comprehensive care they need.
The event will conclude on September 20, with participants receiving certification as accredited trainers, capable of passing on their expertise to others in their respective countries.

ARMAC Workshop Boosts ASEAN Victim Assistance Network
Bangkok, Thailand – May 28, 2024 – The ASEAN Regional Mine Action Center (ARMAC) launched a pivotal workshop today in Bangkok, setting the stage for a comprehensive Regional Victim Assistance Network and establishing new guidelines for enhanced victim support. Supported by the ASEAN-Korea Cooperation Fund and attended by 120 delegates from 8 countries, the event represents a significant advancement in victim assistance efforts across ASEAN member states, highlighting the region’s commitment to addressing the needs of explosive ordnance victims.
Leaders Highlight Multilateral Support
The workshop at Novotel Bangkok Hotel Sukhumvit 20 opened with remarks from Mr. Kantapong Rangsesawang, Director General, the Department of Empowerment
of Persons with Disabilities (DEP), Ministry of Social Development and Human Security of Thailand; He underscored Thailand’s dedication to empowering persons with disabilities, emphasizing the nation’s commitment to inclusive access to rights and services, aligned with the Persons with Disabilities Empowerment Act and the UN Convention on the Rights of Persons with Disabilities.
ARMAC’s Executive Director, Ms. Rothna Buth, expressed deep gratitude to the Ministry Social Development and Human Security for co-hosting the event and acknowledged the critical support from the ASEAN-Korea Cooperation Fund.
“Together, we stand united in our resolve to provide comprehensive support and rehabilitation, ensuring that no victim is left behind,” said Ms. Buth, highlighting the importance of collaborative efforts in addressing the complex challenges faced by explosive ordnance victims.
Korea’s Ongoing Commitment
Representatives from the Republic of Korea shared insights into their nation’s active involvement in victim assistance programs through the ASEAN-Korea Cooperation Fund. They discussed Korea’s ongoing humanitarian mine action efforts, including their leadership role in the Mine Action Support Group in Geneva.
Mr. Jeong-Han Hahm, the Deputy Head of Mission, Embassy of the Republic of Korea to Thailand, added, “The Republic of Korea has been actively supporting victim assistance programs through the ASEAN-Korea Cooperation Fund, with ARMAC leading initiatives to assist mine and explosive remnants of war victims in the region. By working together, we can develop comprehensive support systems that ensure victims receive the necessary medical, psychological, and social support to reintegrate into society and lead fulfilling lives.”

The final day of our Regional Workshop was an extraordinary experience as participants embarked on insightful field visits to leading facilities in victim assistance.
Divided into groups, participants visited the Sirindhorn National Medical Rehabilitation Institute and the National Institute for Emergency Medicine. These visits included engaging presentations, in-depth discussions, short seminars, and practical simulations, offering a firsthand look at the innovative approaches being implemented in victim care and rehabilitation.
The knowledge gained and the connections made today will undoubtedly enhance our collective efforts in developing robust victim assistance programs across ASEAN Member States.

Siem Reap, April 22nd, 2024 – The ASEAN Regional Mine Action Center (ARMAC), in partnership with the Cambodian Mine Action Authority (CMAA), the Ministry of Health of the Kingdom of Cambodia, and the Singapore Health Services (SingHealth), is proud to announce the launch of the Training of Trainer (T.O.T) program for the Psychosocial Support Training Session 5.
Scheduled to run from April 22nd to 26th in Siem Reap, this five-day program signifies a pivotal milestone in advancing victim assistance initiatives within the ASEAN Member States. Facilitated under the ASEAN-Korea Cooperation Fund Project, “Enhance Victim Assistance Programme in the ASEAN Member States,” the initiative aims to equip medical professionals, community leaders, and volunteers with the requisite knowledge and skills to deliver comprehensive support to victims of explosive ordnance incidents.
“We are delighted to inaugurate this Training of Trainer program, symbolizing a collective endeavor to address the psychosocial ramifications of explosive ordnance incidents. Through this initiative, our objective is to empower individuals with the necessary tools to effect meaningful change in the lives of those affected by such events,” remarked Rothna Buth, Executive Director of ARMAC.
H.E. Prum Sophakmonkol, Vice President of CMAA, stated “We are proud to co-host this Training of Trainer program with ARMAC, furthering our commitment to enhancing victim assistance programs in the ASEAN Member States. By equipping medical professionals and community leaders with the necessary skills, we aim to make a meaningful impact in supporting victims of explosive ordnance incidents.”
As a dedicated partner in this vital initiative, SingHealth is committed to contributing to the training and development of healthcare professionals in Cambodia. Through this collaboration, our objective is to bolster the capacity of individuals to deliver comprehensive psychosocial support to those affected by landmines and explosive remnants of war,” added Irene Tan, International Collaboration Office, SingHealth.
The training curriculum will encompass a wide array of topics, including understanding the psychosocial impact of landmines, identifying mental health conditions, administering psychological first aid, and implementing self-care strategies for caregivers. Participants will engage in interactive sessions, role-playing exercises, and discussions tailored to enhance their proficiency and understanding in delivering psychosocial support.

Regional Workshop on Promoting Gender Equality and Inclusion in ASEAN Mine Action
Objectives
With support from Canada Fund for Local Initiatives (CFLI) and, in-kind and co-fund support from the German Federal Foreign Office through the Geneva International Centre for Humanitarian Demining (GICHD), ARMAC aims to invite relevant organisations to share experiences and best practices on gender and diversity mainstreaming approaches in mine action, as well as to facilitate discussion on gender and diversity in the upcoming Siem Reap Action Plan of the APMBC. This will likely be facilitated by trainers from the GICHD’s Inclusive Risk Reduction Division over two days in February 2024 (Siem Reap, Cambodia).
The workshop will likely cover the following suggested topics:
- Introduction to Gender and Diversity
- Gender & Diversity Mainstreaming in Mine Action: Practical Guidance
- Gender & Diversity in Strategic Planning and Information Management: Role of the National Authority
- Gender & Diversity in National Mine Action Standards and Quality Management
- How to address gender and diversity in the upcoming Siem Reap Action Plan of the APMBC
